What if they do move back to Japan and seek work though? Are they black listed in some way they would never get hired?

Wouldn't they be better off using the thousands of dollars they put aside for this on something else?

we're in enough of a deficite financially as a country, and i could see even more people trying to sneak across the borders just so they can try and get paid to go back home
