Would You Have One Random Person Killed Anywhere in the World for 1 Million Dollars?

1 million dollars (or the equivalent to that in other countries) is not an outrageous amount but it's certainly a lot of money no doubt. A random person from anywhere on this planet must be killed (you won't be the one committing the murder). Do you do it?
