I am pretty sure that it is in numerical order from 1 to 10. The numbers just didn't copy along with the rest.
 
If they included TV, Dennis Haysbert from 24 would win hands down. I'd vote for him. You know, if he actually ran, and I was American.

All right, these are all MOVIE presidents, but Martin Sheen as President Bartlet in THE WEST WING is still the best.
