I just saw an eps. of JLU and I think it had Powergirl in it. She was this evil clone of Supergirl. Was that supposed to be Powergirl? I know nothing about her.

I have a thing on my Paint shop that makes lightning

The optic blast looks like a marble texture filter (which can be used to make lightining with a little tweaks).
