I would form a corporation where I can take charity volunteers (rather than cops or soldiers, you'd run a risk) and give them super powers to form the first ever actual Justice League of America or Avengers type organization to make the world a better place. I'd also find a way to reverse engineer it then give it to doctors so they can find cures for diseases and find the ones who don't have a God complex. For ****s and giggles, I'd also give it to an insane person on death's row so we can have some cool superhero fights! <-- just kidding on that last part.
