It's being spoken of that 1) Putin did this himself the bolster support for the war or to use the attack as an excuse to fire some top brass that are giving him trouble , also 2) that Russian dissenters of the war are picking a more attention getting way of expressing themselves. How can you retaliate when you’re the one that started the fight?
I don't think this was done by Putin or his allies. To have the seat of power attacked is rather embarrassing and shows a certain level of weakness.
