I wouldn't call what he did efficient and thank God for that. I told my wife it's a miracle that he fired over 100 rounds and no more died than did. But What if he simply got in his car and started running down pedestrians all over town? What do we ban then?
Establishing licensing standards equivalent to what is required to drive a car would be a sane reasonable step. An assault weapons ban and a limit to how many weapons any one person can possess is also a reasonable step.
The problem of course is that this country is literally awash in guns. The gun manufacturers and the NRA have been able to create and maintain a virtually free market for guns of almost any kind in the US, with so many loopholes in many states that its possible for anyone to stockpile an arsenal with relative ease. The grey and black markets, of course, are a total free for all, with unlimited stocks.
And gun culture has only grown over the last 50 years to the point that any real restrictions on gun purchases is highly unlikely. The horse is out of the barn, and theres no getting rid of the existing number of weapons already out there, and little hope of drastic changes in existing law.
I have to laugh at the idea of laws that allow more people to carry concealed weapons. The foolishness, nay insanity, of this suggestion has been pointed out elsewhere and often, so Ill skip it, but its telling that these are the kinds of solutions we are reduced to in this country.
Heres a quip from Homer Simpson: "To alcohol: The cause of, and solution to, all of life's problems!" Just substitute "guns" for "alcohol" and you get my point. Insane and depressing.
Regardless of policy or politics, my deepest sympathies for those who have been directly affected by this tragedy. I pray they find some solace in the comfort given by family and friends.
