heck, this sounds like a good plot device for a sitcom...
someone is given a billion dollar note and goes crazy trying to spend it or get enough money or purchase enough **** to get change.

that was the initial basis of my premise with some brewsters millions thrown in there for good measure...Sounds abit like My name is Earl without the moralistic elements.
Ive gotta be honest. I sympathize with those who went through that awful ordeal with Katrina. But compared to groups like the survivors that lived through the Holocaust, these people didnt suffer one zeptosecond, and here they are asking for three QUADrillion dollars. Does that sound like a joke to anyone else? Seriously, why not three kazillion dollars?
If this much money really does exist in our plane of reality, I do believe it would bankrupt the planet Earth. And what does that accomplish?

Ok, so let's say they negotiate down to the billions, there are what 60,000 claims? That still leaves them with a big chunk of change for each person. I would give them the money on the basis that they agree never to apply and be entitled to welfare, food stamps etc. Then we can make a deal.

At one billion per claim, assuming there are 60k, that would add up to 60 trillion dollars. Still have to be higher than a swedish kite at the top of Mt. Everest to expect that kind of dough. The real damage to these people's tangible lives can't possibly amount to more than a million dollars per household.
