Researched it for a few minutes, came across 3 theories:

1) It originated on 4chan and is a prank started up by them. Some have claimed that this is too "big" to be 4chan as they are seeing the site address written on money and other places all over the world. The very people making this claim could be 4chan users, however, as it would be in their interest to sensationalize this as much as possible.

2) It's a viral campaign for some movie that will be released on that date.

3) It's the New World Order.

The woman in the background strongly resembles Kwan Yin, who is a Buddhist personification of compassion. It's odd that they would choose to associate her with such a seemingly foreboding message, assuming that that is meant to be her.

I have proof it's a hoax. Can't post link to it cause of two cuss words in link. Basically there is 300 people spreading this info for lulz and to show the world how powerful they on. Mentions this mission of spreading word from may of this year til new years 2013, then stopping. The poster looks like something made in hype survivor, hard to read and crappy looking. It was updated in July saying a traitor posted a urban dictionary saying it's a hoax.
