Actually, Rocket Raccoon has been referred to as the "heart" of GOTG on several occasions, and it has FIVE main characters. Also, the simple fact is that Hollywood has shown an unwillingness to greenlight superhero movies starring females or black leads based on some vauge and unproved assertion that they "don't sell." Given this fact, OF COURSE discussions of race and gender will start, since the race and gender is what apparently "doesn't sell" in studios minds. Also, Dr Cosmic hates this becoming a debate on gender, but yet he has obsessively argued that female superhero movies are always doomed to fail, and pulled out every tired argument in the book to try and make that assertion sound even remotely reasonable.
Rocket Raccoon is the Heart of the movie the way the Droids are the heart of Star Wars. Star-Lord is still the lead. There's never been any doubt about that.
I'm not sure that Race or Gender has really been an issue for Marvel yet. They're still a very new studio. If in another ten years we don't see Black Panther, Luke Cage, or Ms. Marvel solo films, I'll agree with you. I think Marvel is just working down a list, and checking off things they need to do to get their universe going. The first thing was giving each of the big 4 Avengers films, and then assembling the team. The second thing was setting up Thanos, who is the eventual end-point for the Avengers trilogy. I'll be surprised if we don't get Black Panther in phase 3, and Ms. Marvel in phase 4 or vice versa.
