What I'm interested in is how exactly are they going to set up a form of government over there? Law enforcement etc.
There will always be someone who changes their minds....but it becomes a case of tough luck, you made your choice.They'll be permanent settlements someday. But going to Mars is far different that any other exploration in human history. At this point I don't see how these people can go and not want to return at some point.
I will turn 56 in June.......Maybe all 78,000 people are 50-55 now....by that time they'd only have a few years to live anyway![]()

I see that my previous response went totally over your head. Implying that someone my age only has a couple of years left...is **fill in the blank with many infractionable terms**.
At first it will probably be like an expedition to the Antarctic....someone appointed to be the leader....later they can become a government entity.
And remember...they are NOT sending 78,000 people to Mars....78,000 people have APPLIED to go.
