It seems weird since it's a still image, but it's quite simple really...
She's performing a back-flip which causes the hair to drag along as she's going through the motion.
They call that "follow through" in animation.

When you jump upwards, hair, cloth, tails, etc, points downwards.
When you fall, all that points upwards.
