It could very well be.

The set visit showed concept art of Arthur going to Atlan's throne to get the trident and armor, and another piece showed him seeing the atlantean motherbox (probably at the same location); maybe at this point of the movie, Arthur grabbed the suit and trident, and not knowing what the motherbox is, he didn't give it a second thought.

Maybe Mera is there to find out who "stole" Atlan's suit and trident; I'm thinking at this point in the story there's no relationship between them, maybe they don't even know each other.
