How would somebody want to go about making a legit batman costume for a fairly cheap price? heres what im doing for this thing im going to on the 25th:
This batman cowl

This costume (sans cape and cowl)

and then im going to get/make my own cape that will match the costume, because that cape is the sorriest piece of crap ive ever seen. I also might get some batman begins gloves and belt.
how would you guys do it/ suggest i go about doing it?

I'd say just use that costume for the body suit, get some decent boots and gloves, and just find a better plain black cape from somewhere.

A better, more accurate chest plate, cape, or belt are wither a ton of work to make or would cost a lot from someone who custom makes them, and wouldn't really be worth it for one event. All that I've seen for sale are either that sort of foam and nylon cheap costume stuff, or expensive metal screen replica items. There are no decent costume things made of plasic or anything that I've seen.

i've seen the chest plate look pretty good with some work. plasti-dip comes in spray cans from the local hardware store, it is a rubber spray that will bond with the fabric. looks decent. takes a few coats though.
