This argument has happened in every comic book in existence. Someone that hates the hero brings up the fact that all the costumed crazies weren't around before they came to town. Which may be true, or they just were under wraps beforehand. I did admit I laughed at the self referential quip in SM3 where Tobey is like, "where do all these guys come from?"

Although the case is made that Batman created the villains. It is all a matter of perspective. Flip it round the other way and Batman was created by villains. His parents death was caused by a street criminal. Who in turn was committing petty crime because of the crime and corruption of gotham which was caused in part by Mob bosses and corrupt officials. Thereby the villainous elements of Gotham created Batman.
