Yeah, but the thing is China is huge market and the Chinese helped fund this film, so the film makers are not going to want to insult them with a yellow peril villain.
It's very likely that one of the conditions for gaining a Chinese co-production credit on IM3 was/is indeed that 'The Mandarin' character be cast "more ambiguous." Kingsley fits the bill. [It also may have been a compromise for keeping Mr. Black!]
Also, according to Black, none of the first unit filmed in China. Maybe some plate shots while he's sipping a drink by his poolside, as he exclaimed...

Hollywood got into similar issues casting numerous Chinese/Hong Kong actors for the Japanese-themed Memoirs of a Geisha.
