Its simple, just use his original mask and don't have the mask get burnt on to his face until the end.

I think he could be both. The mob's gonna be needing new leadership to elevate their game, so having a high-powered, prestigious backer like a corrupt CEO could be the next step. And privately, he's far scarier and more sadistic than most of them, so I could easily see him pulling the strings behind closed doors.
I just don't get the appeal of Black Mask in this franchise as a big villain. In every story I've read that Doug MOench didn't write...he's literally just about taking over the mob and getting all the other freaks (most of whom don't apparently exist yet in this franchise) to work for him, to what...prove he's the best freak of all? I'm fine if he's a supporting character to show the evolution of the mob.
I really hope that Black Mask is who Tom Hardy is playing. He's perfect for the role.
Black Mask seems to me would be the ideal & most obvious choice for a villain in the 3rd film
with Maroni, Falcone, and most other mob bosses out of commision thanks in large part to the Joker, i can definately see Sionis jumping in and using his fortune to take control of the crime world
on top of that, he would be a rival to Wayne in regards to the business world
