Yes. But in the Burton movies you had cars who weren´t dated. In Batman Forever all cars were from the 40´s or something. Even the police cars. You don´t see one single car from the 90´s in Batman Forever.
A 1978 Dodge Monaco don´t seem very dated for a movie filmed in the 80´s. In Batman Forever ALL the cars look like they´re 40 or 50 years old. In Batman 89 you see cars that are also very dated, but you also see cars who are from the 70´s and 80´s.

Simple enough, they were going for a Retro vibe. They did the same in Batman:TAS. It's just the direction that the art design took.
