At the time JCVD was a successful action star. In Hard Target his character literally is Cajun.

Good point. Also, the Cajun accent is basically a cross between a French accent and an American Southern Drawl. Louisiana (or at least the Cajun areas of Louisiana, like New Orleans) was settled by the French (well, actually French Canadians who left Quebec after losing the unification war between the French and British Canadian colonies). So JCVD's accent actually fits right in with a Cajun character.
