I think Chrysler (and other automakers) were given bailout money in an effort to keep them out of bankruptcy, and they had assumed with some support they can right the ship. But now it became apparent that more money will not be able to save those companies, so the Feds had to stop the bailout. I think the money probably shouldn't have been given to the automakers to begin with, but it will be perceived as letting them collapse without offering the same help we have offered to the banks.
now that the US gov't has stakeholder ownership, they must demand that GM and chrysler both radically reorganize their priorities-- alternative fuel cars and electric cars can no longer be a back-burner issue-- they must be able to start producing these cars in the immediate future--
also, GM and chrysler must be forced to get on board with mass transit development for american cities-- starting with their backyard of detroit and greater michigan.. next-generation buses, street-cars, light-rail, heavy-rail, sky-trams.. these projects can use engineers and line workers to develop and implement these systems..

Also, electric cars and alternative fuel cars are not being pushed through for a reason...do you know what that is? No one wants them. Sure, people say they do when gas is four dollars a gallon, but the second gas went back down to even 3 bucks a gallon, SUV sales went through the roof and people pushed Hybrids to the side. As long as people can still get regular, gas burning cars, there will not be a market for what you mentioned. The government forcing production on GM and Chrysler will only ensure further financial woes.
