Are there any safe ways to close programs that decides to not respond & ends up making the computer almost unusable unless I reboot via the power button or wait for the program to decide to close (which can sometimes take a very long time) ?

(Right click on task bar to bring up menu) Task Manager + (select program) End Task

yeah ending the program via the Task Manager is the best way to go. or perhaps you can try the program called Kill Process which is very similar to Window's own Task Manager (if for whatever reason you cant run Task Manager or your right click is disabled).

other than those, once the computer freezes you either have to 1.) wait while the program that caused it would quit or 2.) reboot the entire pc.

also, when a program freezes or doesnt open it doesnt help that the computer user clicks on it several times. more often than not the extra commands makes the computer slower or crash completely. just click on it once. if it doesnt seem to respond hit the enter button (so long as the icon is highlighted) and see if it will launch that way.

it also helps if your pc is in general healthy condition, so if you're having problems with it already (like its slow or makes weird noises) then you may want to get that computer overhauled first.
