Cullen and Welker are what I grew up with so I'll go with them.
Chalk and Kaye are classics in their own right.
I love Kaye's version when Megatron says "Yeeesss!" , "Nooo!", and the ever popular "Excellent!"
I know it didn't last long because of 9/11, but does anybody remember Neil Kaplan, the voice of Prime in Transformers RID? I think he deserves an honorable mention.

That gives you the raspy despot voice range of Welker with the more intellectual malevolent vocal range of Kaye's. You could even do this with Cullen/Chalk. Balancing the strength of each voice actor based on the tone of the scene or the dialogue.
