Transformers Cybertronian language?

Was that recroding the military picked up one of the Transformers talking before they learned English?

Yes...the Autobots chose to learn the English language, but most of the Decepticons (except for Megatron, because he wants to know all knowledge, like the English language) will speak in Cybertronian language...and it was taken from Qatar and it was either Blackout or Skorponok...more or less Blackout.

Edit: Some people say it was Frank Welker doing Megatron though, but I can assurely say it was Blackout.

I dont know and not to go back and forth but it sounded like megatron screaming or moaning they play it several times in the background as the trailer continues.

I especially like the part in the trailer when starscreams smashes into prime turns to camera 3 pulls the cigar out his mouth looks and his watch and says "ITs Prime Time".
