Yeah I don't think DC will give THAT much freedom. They still have certain agendas and characters they want to focus on.
Uh they could still focus on specific characters while allowing creators the freedom to work on whatever they want. Especially now that
1) They are making it clear even through marketing that "everything we have published in the last 80 years matters"
2) The Multiverse has been redefined by Grant Morrison recently specifically for the purpose of inspiring creators to go beyond just New Earth (Earth-0) when it comes to concepts to use when writing DC Comics. Earth-0 of course being the one most folks call "New 52" even though New 52 is actually a reference to the new multiverse.
So far we have just seen comics or characters from 4 known worlds on a more mainstream level (Earth-0, Earth-1, Earth-2 and Earth-3) it certainly doesn't mean that that will always be the case.
On top of that there are still 7 worlds in the known local multiverse that have no clear definition. Meaning any of the Convergence timelines could easily be collapsed into one of those Earths.
Going forward the focus will be on story and not tight continuity because there is a multiverse and as such stories that don't take take place on New Earth could still be considered "canon" for that reason (like the graphic novels that showcase Earth-1). Much like how it was when DC absorbed many of their past competitors like Quality Comics or Charlton Comics back in the day and set their stories on specific Earths within their multiverse.
Which is smart since it's what made DC so special from a storytelling standpoint back in it's greatest eras and is also a key reason publishers like Image and IDW are able to compete so fiercely with the big 2. That's their main publishing philosophy.
This is why we will have a comic with a teenage president elected through twitter coming in June without having to have the JL or any other hero or team speak on how their president is a teenage girl in their own comic books.
DC is going back to the approach they had in the silver age where creativity and story potency trump canon which is a long time coming.
