I think the meaning/implication of progressive shifted a lot over pretty short period of time, around beginning of Obama's rise it tended to mean slightly more centrist/pragmatical than standard liberal, then around middle of Obama's second term, while use of liberal decreased period, progressive tended to mean being more left than and against standard centrist.
 
Someone bottomline this for me: can Newsom counter the Texas gerrymander with gerrymandering of his own?
