I'm not surprised that they're making The Rock a massive part of the marketing. Because he's, you know, The Rock. He's a big/popular star right now and he's Mr. Charm & Charisma as well. So I kind of expected them to do this, at least initially.
And the early marketing for Disney films often doesn't exactly reflect what the movie itself is about, or the tone of it. The first teaser tends to be more overtly comedic/lighthearted. The subsequent trailers, well they tend to be more accurate to the actual film.
