Dan Didio From Toronto Fan Expo 2009:
In a flurry of quick fire questions relating to various characters, beginning with Doc Savage, DiDio revealed:
The goal for us is to create a world where Doc Savage is the pinnacle of superpowers. Doc Savage in a world where Superman exists doesnt make sense. He loses what makes him unique and special, but Doc Savage in a world where he is the top of human perfection, now I have an understanding of how this world operates. Joey is working on a story with Brian Azzarello and Rags Morales that brings Doc Savage next to an interpretation of Batman. Well see characters like Wildcat and Black Canary in there. Youll see Justice Inc. appear. Youre going to see this scrambled world that is going to be created and hopefully is going to be able to spin out and sustain stories set within these parameters.

Wildcat and Black Canary showing up in this pulp inspired non-powered universe. Black Canary without the Canary cry (the golden age version) is basically non-powered.
I kind of hope to see more DCU non-powered heroes here. Too bad DC Couldn't get the rights to the Shadow.
From Min-Mega Con DC Panel a week a go:
The next question was for Phil Noto regarding his upcoming Batman/Doc Savage special. While he couldnt give any story elements away, Noto did say that the special is a kick-off to the new pulp universe, which will include the old figures such as Doc Savage and the Blackhawks. DC had tried to get the licensing for the Shadow, but it didnt happen. Noto described the book as an early alternate universe with an almost-year one Batman. The book is somewhat ambiguous about the time period, based more on the look and design rather than the specific details. Additionally, in this story, Gotham is modeled after Los Angeles, with Wayne Manor having an ocean front view.
