It was one of those crappy direct to video Disney sequels and it was canelled.

The fact that it was canceled says a lot, too, because it was scrapped in 2001/2, long before Disney bought Pixar and Lasseter was appointed head of Disney animation, and Disney was churning out crappy DTV sequels to everything. Dumbo II must have been remarkably bad to be scrapped.
