I'd say just go for it. I want to see more movies like Blade Runner 2049 in theaters. Sure it could be made for TV because there's less risk, but even if it's impractical, these movies should still exist. Take a chance. Granted, play it smart. Maybe there is a way to lower the budget and not have it cost so much as BR did. But we wouldn't have had movies like LOTR if they didn't take that risk in the first place. LOTR didn't cost $200 million. Villenueve can match Jackson in his passion and filmmaking, so I think it can happen.
Sci-Fi channel did a Dune miniseries in 2000. A sequel miniseries adapting the next couple books came out in 2003. I enjoyed the 2000 miniseries. It's far from perfect, but it adapts the first novel fairly faithfully.
The other thing is you can't do Dune for cheap either in 2017. It wouldn't be cheaper than Blade Runner 2049 unless massive corners were cut.
