Revenge of the Fallen Duplicate Transformers or just ran out of money?

Saw TRV for the second time and still really enjoyed the movie but was a little confused. Seems like Bay either ran out of ideas for decepticons or ran out of money because it seemed like he was reusing decepticons for this film. If you notice after Devestator has formed, the same Decepticons (or Constructicons if your being picky) that formed Devestator were also fighting in the battle against the army and the Autobots. Not to mention the same Decepticon that got shot in the face by Prime at the begining is the same one that forms Devestators face, you can even see his same vehicle form just before Devestator forms. Anyone have an explanation for this?
 
I'd say they either ran out of money or they got REALLY sloppy with the editing. Maybe both.

Actually MixMaster is Devastator's face.


And besides, the "clones" throughout the movie were all different colors.

I think the reason they did it was possibly to save money and possibly to reference repaints of the toys and cartoons. There's a billion different Starscreams, a billion different Bumblebees, why not a billion of anything?
 
I think that it was a subtle G1 nod. Back in the G1 cartoon, you would see a billion characters running around that were all basically the same design just with a different color scheme. Take the Seekers. Every one of them looked like Starscream, but all had different color schemes.

Which was also the idea in Transformers Animated, the Starscream "clones" were literally clones.

This has been discussed a lot on here and the only thing that I can think of its, why cant there be more than one dumptruck,backhoe,mixer truck etc etc. I mean all another decept has to do is scan the same vehicle, its the same issue most are having with the whole Blackout/Grindor situation. Just another decpet rescanning the same helicopter.
 
I think they were just lazy.

This was bothering me too but I can at least clear one thing up. That Constructicon that you say makes Devastator's face (which is actually Mixmaster) is not the same one from the beginning. That Constructicon is Scavenger (Devastator's mid-section). The Decepticon that Optimus shot was Demolisher. Both are very similar.
