I think I had a better idea. A Clockwork Orange, but in reverse for the Joker. Joker is subjected to a new type of therapy, only for it to have the opposite effect. He's let out back unto the streets of Gotham, now an even bigger psychopath.
 
I'd be down with any of the suggestions mentioned here.
 
Blade Runner 2049 for a sequel, in a muddy post-flood city with increasing madness and disperation, with Batman meeting enemies like Clayface, Scarecrow and Solomon Grundy to solve a case.

Escape from New York or Death Wish for a Mr.Freeze vengeance story
 
This one might be a little too obvious and on the nose but I definitely want to see some No Country for Old Men Anton Chigurh vibes in Reeves' Two-Face. Not necessarily in characterization because I don't want Two-Face to be that calm all the time but moreso in the tension that builds in the coin toss.

Considering the film’s sympathetic portrayal of Selina, I wonder what films Reeves might draw inspiration from if he used a female rogue who genuinely meant to do harm.

Vertigo.
Sin City - A dame to kill for.

That's basically what's sort of implied at the end of that movie lol
 
Imagine a Silence of the Lambs-esque story arc with Hush loose in Gotham and Batman having to seek help from the Riddler in Arkham in order to solve the mistery. Also a full horror film with scenes in Arkham Asylum inspired by Bram Stoker's Dracula would be **chef's kiss**. I also want a Lady from Shanghai-esque inspired story arc for Bruce and Selina.
 
Personally I would not want Sin City - A dame to kill for to inspire a sequel
