No, he's playing a different character.

Doesn't make much sense. Although Hill wasn't a main character in FSM, he still had a pretty prominent role, especially when it related to the Aldous Snow character. I like the idea of a spin-off, but it's going to be kinda hard to ignore the fact that Russell Brand & Jonah Hill shared as much screen time as they did in FSM and now one of them is a totally different character.

According to IMDB.com, Segel did write the spinoff along with Nick Stoller, who's directing the movie.

same here. is it really considered a true spin-off if one of the actors from the original is a totally different character in the new one? I'm going to be thinking about Hill's "obsessed fan" character when I see this new movie...

I'm kinda late but I think this might be my favorite Apatow crew film. It's always on HBO and I always find it funny.
