Madolyn (Vera Farmiga) gave Digman the files Costigan left her that showed that Sullivan was the rat. I thought it was pretty clear. And also, I think Digman knew Sullivan was the rat when he found out he get Queenan killed anyway.

The only people that knew Sullivian was the Rat was Frank, Costigan, and Sullivan GF. Its possible Mark Walhberg's character knew Sullivan was the rat but how come no one else figure it out??? Not even Costigan until he found envelope.

Yes, and Costigan gave Sullivan's GF the envelope and she gave to Digman. They didn't need to explciably show her give it to him, because it was kind of obvious to me.
