I guess b/c he stays at prison all the time as others run errands inside and outside the prison that Rick and co. haven't felt the need to upgrade his crutches or missing leg. Herschel ain't going to get far with those crutches especially if they get surrounded and trapped. He needs a wooden leg or something to get around better.

Especially since it will save on effects of having to show only one leg. A "fake" leg can be hidden by pants, so he only needs to act like it is fake. Such as they are doing on Greys Anatomy.
