Hiro Adopted ?

In last nights episode Hiro’s dad gave Claire to HRG and told that he would return her if she manifest powers. So could Hiro be one of the adopted also? Maybe his dad didn’t know about he manifested his powers or maybe he could be like HRG in a way where he came to love his son and doesn’t want to turn him over(and was trying to get him to go back home).
