Who is Samuel after: Noah or Peter?

I'm pretty sure its one of these two. Noah is Claires dad, Beckey wants revenge on him and Samuel promised she'd get that. However Peter is the only one missing from Lidyas drawings on her back, he has Hiro/Claire/Sylar pretty much, Peters the only one missing. Than there's the compass Samuel planted in him, Nathans speech to Peter about Taking care of Claire. Peters close to Claire too, maybe Samuel knows this about Peter, he seems to know every thing about the people he's after. So what do you guys think? Hmm I'm going with Peter, too many little hints here.

What if he is after both? He seems obsessed with anyone with abilities.

I'm going with Noah for the now, simply because we know Samuel doesn't like him since he was upset when Lydia showed him to her. Not to mention he told Becky she will have her revenge, so Samuel might offer Noah to her. Getting a hold of Claire would be an easy way to get to Noah and hurt him. Noah is the most obvious choice for me at the moment, but I would like it to be Peter because that would be a bit more surprising and it would connect the stories together sooner.

He probably wants Noah dead and Peter in his family considering the endless possibilities Peter's power offers.
