And no. That guy's not flying, he's falling at an angle. Fast. Really, really fast. There's no way to safely land without the parachute. He'd just go splat.
Batman's cape is bigger but still not nearly enough to slow his fall to safe landing speeds.
A blast from a small booster thing would help cushion the landing ^.
The memory cloth is basically a more far-fetched version of this although it's not used is such extreme circumstances. I think this method would be perfect for Batman both thematically (bat wings) and within the logic of the story (it'd be in Bruce's character use it).
But then in the comics the grapple line performs the same function and any questions of how plausible it is are conveniently ignored.
Ask me a glider is faaar more realistic for moving between buildings, but whatever.
