How do I costumize an action figure?

I want to costumize this action figure I just bought to look like a character I made up.
What sort of materials do I use?
What paint should I use?
How would I paint detail on the figure?
how would I add onto the figure, like if I wanted to add a mohawk?

I figured since I would be doing it myself, and turning into my own character, it would be considered fan art.

If anyone can help that would be really great.
