How do you define "90's art?"

In a few threads, people mention that certain artists have a very 90's style to their characters. Can someone explain what that means and how can you tell if it comes from the 90s? For example, a few posters mention that Jim Lee's style is 90s.
 
Graham Nolan and Scott Hanna always spring to mind when I think of 90's Batman art.

Graham Nolan's Joker is near definitive for me, I perhaps even prefer his over Bolland's *hides*
 
I think of feathered hair, lotta swords and pouches. And headbands too!
 
I define 90's art that was from the 90's.
 
Pouches, horrible anatomy, either no detail or way too much detail, and coloring techniques that were in a definite transitionary phase and almost always looked wrong somehow (especially towards the end of the decade).
 
^ I agree. I loved it though. There was something magical about those extra glossy pages and some of the worst coloring ever.

I feel like most of the new characters and revamped costumes had extra spikes, pouches, pads, chains, something or other.

Rage from New Warriors is the perfect example.

I agree. Each new decade tends to see a new breed of artist with radically different styles. Personally i think the 2000 era of artist are anime influenced(though they certainlly are better artist then a lot of manga artist).
