The question is how do you judge a poster who is not "Part of Community"? What makes you part of community and not part of it?

Yes, of course they should. They may not be regular posters in the "community" boards, but they are members of the Hype. They may know some of our "community" members from other boards within the Hype. If they want to vote let them.
