9 people have yet to respond to the survey. You can view them on page one. All but one have read their one week warning PM. Meaning they are just ignoring their interview. I urge you my minions to peer pressure them into taking 15 minutes to do it

i'll host one day. i think i'd rather get a finals appearance or a win under my belt before i try to host a game. i think i'd be more credible that way

Anyway, if you had 41 players, and someone wanted in, but you said, sorry, but no, and one of the 41 dropped out, and you let the other guy in, that would suggest a 41 player limit. Even a 41 player standard! One could see how I could get confused.
