According to wikipedia eugenics is a social philosophy which advocates the improvement of human hereditary traits through various forms of intervention.

Is this an evil or socially responsible philosophy?

Its evil since Eugenics is actually a religion for followers of Eugene Levy.

proposed means of achieving these goals focused on selective breeding while modern ones focus on prenatal testing and screening, genetic counseling, birth control, in vitro fertilization, and genetic engineering. Critics argue that primitive eugenics was and still is a pseudoscience. Historically, eugenics has been used as a justification for coercive state-sponsored discrimination and severe human rights violations, such as forced sterilization (e.g., of those perceived to have mental or social defects) and even genocide.

If you're not FORCED to do them I agree with the following:
selective breeding
prenatal testing and screening
birth control
in vitro fertilization

But don't agree with:
genetic engineering

And I'm not quite sure what is meant by:
genetic counseling

it's when they go through your family history to find types of diseases or certain conditions like mental ******ation, and assess the risks of you having a child with one of them. For couples that do in vitro fertilization, they usually have some kind of genetic counseling with their doctors so they can minimize the risks of having children with certain defects and test for them early on.

Let me simplify this for the fanboys.

The world is becoming overpopulated, Magneto thinks homo sapiens are waste of space and the only people who should be having children are homo superiors. Magneto puts a chemical in the water supply that sterilizes homo sapiens. Is what Magneto did evil or socially responsible? :o

It depends on what method they use. I think some stuff like family planning is alright, as long as people aren't forced to do it.

I don't think there's a smiley that can sum up my opinion on this.
