Who will be in the next Avengers movie depends largely on when the next Avengers movie happens. It could be end of phase 4, beginning of 5, but they've held back announcing it so there may be some non-Avengers related event then with Avengers 5 still several years after that, by which point we have no idea who will be where in what situation.

If it is coming at the end of this phase, though, my expectation would be:

Falcon
Captain Marvel
Black Panther
Ant-man
Wasp
Sersi
Black Knight
Shang-Chi
Jane Foster's Thor

I'd include Dr. Strange, too, but I doubt the next Avengers movie will involve magic in a way that makes his involvement logical.

Spider-man, Scarlet Witch, Bucky, and Valkyrie would be theoretical possibilities depending on what happens in the meantime. And I wouldn't be surprised to see Hulk primarily in a science/supporting role with no action.

Yeah, Marvel Studios (and Disney - the empire of toys) is not putting the Avengers brand name out to pasture. At worst, that's just a set up for them to call the new team the 'New Avengers' or something like that.

That pretty much sums up where the heroes are now but we aren't getting another Avengers film until phase 5 and phase 4 will probably change things.

We can guess they'll find a way to include the new big name heroes (e.g. Black Panther, Captain Marvel and Spider-Man) and I imagine they'll tailor how powerful the team is to the villain (e.g. Thor/Captain Marvel/Strange/Hulk/Scarlet Witch would probably be overkill against anyone below Thanos level) but all we know for sure is that the next Avengers line up will be a "very different team" with a mix of old and new heroes.

Personally my vote would be for Secret Invasion, Dark Avengers/Siege and Secret Wars to be the next three big MCU events.

I think Masters of Evil may be a real thing next time we see the Avengers.

Zemo is suiting up in F&TWS
Enchantress is probably in T:L&T (and I'd assume another appearance of Executioner, perhaps a much darker and ghastly appearance as he's ded)
Abomination still exists somewhere out there (as does the Leader)
Klaw might make an reappearance in the form of pure sonic energy.
Ghost might be physically stable now but is probably still mentally unstable.
And we all know Ultron is never really dead.

Honestly this is plenty to me and lends itself to its own roster of heroes.

Falcon, Winter Soldier (for Zemo)
Thor (for Amara and Skurge)
Hulk (for Abomination/Leader)
Black Panther (for Klaw)
Ant-Man and Wasp (for Ghost)

Six or sevenheroes sounds about right for an Avengers flick. And all of the actors seem like they'd be game.
