Yes, subtle changes would make sense if S.H.I.E.L.D. goes in with a 'if it aint broke' sensibility to the costume that [presumably] is in disrepair when Steve is found. They've just updated the materials and made minor changes, which is pretty much common sense.

As I said, subtle differences but differences all the same. Stylistic differences that suggest a more modern aesthetric, for a more contemporary costume.

I disagree. The differences are too small for it to be two costumes. Yes, your pictures posted above show differences, but they're tiny changes. We need to keep a few things in mind here.
1.) The first concept art was just that, a concept. Concept art changes, and it's very possible the first picture was more about getting the right design down, and they didn't bother as much with trying to render the fabric to look 1940's appropriate (which is the biggest difference between the two suits).
2.) Think of this from a studio standpoint. They're not going to want two suits that look that similar. More suit designs=more marketing/toy/poster money. The more suits and more designs, the better it works out for them.
