they need to first have brock turn into venom in the movie, and we don't know when that will happen.

most obivous choice would be lizard still the doc was already intro in the 2nd moive. But a better and much cooler one would be rhino, esp since there is a real big need for a back story or much time to develop in his career, since he is more of a one dimensional career.
