The way they covered the crotch region for the first Man of Steel reveal pic makes me wonder if Zack did make a change, such as a buzz cut rather than full bald, and he doesn't want it out.
Most of the fans have been supportive of a buzz cut Lex at this point though. I'm not sure why Zack chose to keep his hair/no hair a secret

I just saw that Hitman 2 trailer. Some fans of the game were up in arms because he has a little bit of hair as opposed to being completely clean shaven. I don't know. I think it looked fine, and if they went that route with Lex too, I'd be okay with it.

Not that he's hiding, it is shaved. Look at the sides, it's clearly a buzzcut.

But there's another thing I am somewhat curious about. And I have a little theory.

On set photos where he was wearing that scarf on his head, it could be clearly seen that he had hair underneath, whether it was his real one or a wig. Wearing both a wig and a scarf seems a bit excessive, right? It could be that he'll have a hair in a film at first, but will shave it off or lose it later in the film (or take off a wig and throw it at Superman ... oh Zryson, sometimes I almost miss you).

Now hiding the fact he's bald makes no sense, everyone expected him to be. Besides, it should've been clear to Snyder and everyone else that we'll figure out that his head was shaved for the role once we get to see him with very short hairstyle (with which he was never seen before, as far as I can tell).

But if he was indeed meant to have his hair at some point in the film and lose it at another, keeping that hidden makes sense, as it would otherwise give us a clue about the chronology of the scenes.

The more I see of Jesse with the close cropped hair the less reservations (and admittedly, I had few) I have about how he is going to come across as Lex. The short hair removes a lot of "boyish-ness" from him overall, and if the writing is interesting and Lex is both an acerbic genius sociopath who is also an entertaining character... Could be special.

Spacey on House of Cards is great. He just didn't have great material to work with.

Kevin Spacey played a better Lex Luthor in House of Cards and Swimming with Sharks than he did in Superman Returns.
