I think the silliness of Night Owl's look should be that you should be able to see that he's let himself go a bit - I love that Night Owl is tubby. But it should look like it WOULD be fairly bad-ass if he was still in shape.
The whole "letting himself" go angle isn't something we need to see constantly, but we will see it when he's outside the suit. The previous scripts have that great "Can't close his armor" bit when he's suiting up that drives the point home.
But really, the entire concept behind Night Owl is that he's an absurd superhero masquerading as a serious vigilante. There's no reason to take this man and his methods seriously, and it makes Dan even more "pathetic" a character when that's what he wants to go back to when he's older. Yes, he can probably kick ass and might look "cool", but that's also part of the absurdity of the Nite Owl concept.
As for the actual suit itself, I'm hoping for the sort of thing they haven't yet done for Batman - Night Owl's costume IS basically a re-jigged Batman costume after all. Just a really sturdy looking suit with a cloth exterior, dark grey and dark brown, leather for boots, cowl and gloves and cloth cape.
We might get that, but previous concepts have revolved around a high-tech "armor".
Ditch the stupid head flap and re-design the cowl a little bit (maybe a tad more like Frank Quitely's Owl Man in "Earthe 2"), maybe re-design the wing-cape bits a little because they will look awful in real life, but otherwise have it be a fairly faithful design.
I always thought the helmet for the movie version should be more cowl-like with built in amber night vision lenses, rather than "goggles".
