Personally, I'm not too fond of a tribal beat for Joker... but I've been wrong before.
I think that The Joker has always been unruly, almost a God of Chaos. There's a reason that in the DC Universe he is possibly the most feared man alive, because the levels of his depravity are almost elemental in scope. I think a theme that is almost suggestive of the inhuman would be quite fitting for him. But only when he absolutely loses it (You know, like firing a machine gun in a street whilst screaming "HIT ME!").
But before then have notes of the tribal beat spliced into the two-beat rhythm. As a reminder that unspeakable violence is constantly just bubbling under the surface. This is the same guy who, one minute, can challenge you to a surfing competition and the next cripple your daughter and take pictures of her naked, bloodied body. He has no regularity or routine. Everything about him is unpredictable and bombastic. His theme should reflect this.
