Yes, it's the rule that says normal sane people don't become super villains who run around in brightly colored costumes and intentionally draw everyone's attention to them while they're committing crimes!

is that like the rule sane people dress up as a bat and fight crime. There's good crazy!( Joker, Chicks dressing up a catholic school girls for no reason other than to get drinks at the bar here in Vegas) and then there's bad crazy!( Maxie Zeus (that's the reason his a D-lister) and dressing up as Darth maul and Oui -gon and having a "toys r us" lightsaber battle next to pop corn machine at the theaters in Vegas!( i aint making that &^%$# up!) Batman has the best rouges but some of his dudes i think writers were like " hey they suck! lets just make em crazy and they will be cool!" Case in point Zeus. you cant just make somebody be crazy and thats all it take. it has to be crazy cool... hence the reason you will forever see people dressing up as heath ledger's joker and not unless you want a swirly Maxie Zeus! ..... oh and hahaha i love when stilt man tried to be all bad ass and got an amour made outta adamantium! is there a rule where to become bad ass you gotta have something made outta admantium?
