well,.. by my count based on what i've read,... not counting their teachers the people who are better than Canary in the DC universe:

Richard Dragon - Who trained BATMAN
Bronze Tiger - Who was one of five who trained Cassandra Caine who can
beat Batman in hand to hand.
Lady Shiva - Who was one of five who trained Cassandra Caine who can
beat Batman in hand to hand.

These Three Are touted by Most DC readers as the top three Martial artists in the DC universe.

This puts the next three slots left up for
Batgirl
Black Canary
Conner Hawke.

Electra? With respect,... Maybe if Black Canary had a cold, had been up for a week and had a bum leg and a sore throat.

1St Tier vs 2Nd tier,.... I'd say number 3 vs number 5,.. I feel Cassandra before she was mucked with could have beat The Black Canary,... Barely.
